The Beginning
Atty. Brillantes founded the Philippine Credit Union League (PhilCUL) to strengthen savings and credit cooperatives.
Empowering communities through cooperative excellence for over six decades. As the premier federation of credit cooperatives in the Visayas region, we unite, strengthen, and advance the cooperative movement across the Philippines.
PFCCO-Visayas is the premier federation dedicated to strengthening and advancing credit cooperatives across the Visayas region. We serve as a bridge between primary cooperatives and the broader cooperative ecosystem, facilitating access to resources, knowledge, and opportunities.
Our commitment extends beyond mere assistance—we work collaboratively with our members to build capacity, share knowledge, and foster a culture of innovation and excellence within the cooperative movement.
A cooperative federation (also called a secondary cooperative) is an organization formed by primary cooperatives to serve their common interests. While primary cooperatives serve individual members, federations serve cooperatives themselves.
Federations provide services that individual cooperatives cannot efficiently provide for themselves, including training, advocacy, technical assistance, and representation at regional and national levels.

Over six decades of strengthening cooperatives
Driven by a desire to strengthen the country's savings and credit cooperatives, Atty. Alexander H. Brillantes—a CPA-Lawyer from Baguio Benguet Community Credit Cooperative—founded the Philippine Credit Union League (PhilCUL), now known as the Philippine Federation of Credit Cooperatives (PFCCO).
PFCCO-Visayas was established to unite credit cooperatives under a common banner, giving them the collective strength to advocate for favorable policies, access resources, and share best practices. The federation embodies the sixth cooperative principle: Cooperation Among Cooperatives.
From humble beginnings, PFCCO-Visayas has grown to serve 76 member cooperatives with combined assets exceeding ₱35 billion. We remain committed to the cooperative ideals of mutual help, democracy, equality, and solidarity—values that have guided us for over six decades.
